During the April 13th wbebinar on Just Transition in LT-LEDS, ILO presented a mapping of just transition references across 123 NDC 3.0 submissions, showing a significant jump from 50% (NDCs 2.0) to 79% (NDCs 3.0) of countries explicitly mentioning just transition. Despite this progress, deep integration remains limited — with skills development, social protection, and social dialogue still underdeveloped, resource allocation rarely specified, and social dialogue bodies almost entirely absent from NDC texts.
