This pocket list serves as a practical reference for identifying Harmonized System (HS) codes assigned to chemicals controlled under the Rotterdam and Stockholm Conventions.
Under Article 7 of the Stockholm Convention, Parties are required to develop and regularly update their National Implementation Plans (NIPs). Accurate inventories of persistent organic pollutants (POPs) and products containing POPs form the foundation of these plans. For many countries, customs import and export data represent a key source of information for developing such inventories.
However, identifying chemicals using customs data remains a challenge. While POPs and other hazardous substances may also occur in articles and products—such as electrical equipment, vehicles, construction materials, textiles, firefighting foams, and others—this pocket list focuses exclusively on HS codes assigned to pure chemical substances and their preparations. Nevertheless, by mapping each listed chemical’s name and CAS number with its HS 2022 and forthcoming HS 2028 codes, the list provides a useful reference for countries seeking to trace and identify potential POP-containing products entering their markets.
The list is designed to assist Stockholm Convention contact points, national focal points, experts, customs authorities, and statistical offices in strengthening chemical trade monitoring, border control, and national reporting obligations under the Stockholm Convention.
Compiled by Mr. Daniel Cardozo in August 2025, the list reflects all chemicals included in the annexes of the Stockholm and Rotterdam Conventions as of that date.
