This report presents the outcomes of GGGI’s 2023 mission under the EU-funded GreenUP program, which supports Uganda’s transition toward inclusive green growth. It focuses on developing green masterplans and investment concepts for three key sites: Entebbe International Airport Freezone, Soroti Industrial and Business Park, and Pakwach Industrial and Business Zone in partnership with the Uganda Investment Authority (UIA) and Uganda Freezones Authority (UFZA).
It identifies priority industrial sectors, applies eco-industrial park and circular economy principles, and integrates symbiotic infrastructure planning in areas such as water, sanitation, energy, and waste management. The report highlights the need for stronger governance structures, sustainable park management models, and enhanced stakeholder coordination to ensure environmental, economic, and social performance. Ultimately, it provides a framework for Uganda to pursue industrialization in an environmentally sustainable and inclusive manner.
