The OECD Environment Directorate (ENV) supports governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low-carbon green growth path. The Directorate collects data, develop indicators, review country performance, undertake cross-country analysis and provide policy recommendations. The Environment Directorate works across a broad range of issues such as: climate change, biodiversity and natural resources management, circular economy, environmental policy tools and evaluation, and safety of chemicals, biotechnology and nanomaterials. Also, the ENV work contributes to inclusive green growth by addressing linkages between environment and innovation, tax, agriculture, energy, transport, development, trade, investment and social policies in corporation with other OECD directorates. The Environment Directorate also provides inputs to the G20 and G7 and cooperates extensively with other inter-governmental fora and organisations.

ENV Director’s Office is looking for a Junior Analyst in the Director’s office Advisory team to work under the supervision of the Counsellor and support the work of the Director and Deputy Directors, as well as contribute to the team’s efforts to effectively reflect ENV work in the Secretary-General and Deputy Secretary-General engagements.

Job Description

Main Responsibilities

Policy advice, research, and analysis

  • Prepare talking points, speeches and background material as requested by the Offices of the Secretary-General and Deputy Secretary-General, in co-ordination with ENV colleagues and other Directorates as needed.
  • Prepare draft presentations, briefings, and speeches to support the Environment Director and Deputy Directors’ participation in internal and external meetings, missions, and events.
  • Follow closely one or more subject matters under ENV purview, including ENV co-operation with non-OECD countries, by liaising with the responsible teams in ENV and across the Organisation.  
  • Conduct research and analysis on selected topics and draft policy briefs, articles, and other analytical pieces as required.

Liaison, outreach and co-ordination

  • Co-ordinate ENV global relations strategy, by monitoring and following ENV activities with non-members countries. Liaise with ENV colleagues as well as colleagues from the Global Relations and Cooperation Directorate and other directorates as needed.
  • Contribute to OECD-wide horizontal activities, such as on ocean, gender, and infrastructure in liaison with relevant colleagues within and beyond the Environment Directorate. Represent ENV at co-ordination meetings.
  • Organise official and informal meetings and events and prepare meeting notes.
  • Contribute to the outreach and communication activities, including preparation of material to promote major outputs and messages at key internal and external events; contribute to efforts to ensure that ENV messages and perspectives are reflected in wider areas of OECD work and are clearly communicated.
  • Stay abreast of international environmental issues and contribute to ad hoc projects and tasks as required.

Qualifications

Academic Background

  • An advanced university degree in environmental policy and management, economics, or a closely related field.

Professional Background

  • At least 2 years of relevant professional experience dealing with environmental public policy (or a related field) and working in an international environment.
  • Excellent knowledge of a broad range of economic and environmental issues, obtained through work in a national administration and/or an international organisation.
  • Advanced analytical and drafting skills; proven experience in drafting speeches and developing concise and pertinent analyses of environmental policies and practices.
  • Ability to communicate effectively with colleagues, delegations, government officials and other stakeholders in a multicultural environment.
  • Excellent understanding of OECD structure, processes, and systems.
  • Capacity to work under tight deadlines and to adapt to changing priorities.

Core Competencies

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • One year fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 5,741.55 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen and panel interviews are planned for.
