The Stockholm Convention (SC) on Persistent Organic Pollutants (POPs) is a global treaty to protect human health and the environment from POPs, chemicals that can be transported over great distances, persist in the environment, accumulate in the fatty tissue of humans and wildlife, and have harmful impacts on human health and the environment. The Convention entered into force in 2004 and requires its Parties to take measures to eliminate or reduce the release of POPs into the environment. Parties are also required to develop a National Implementation Plan (NIP) to demonstrate how the country will implement its obligations under the SC, and to review and update their NIPs, as appropriate, periodically and to address new obligations under the Convention.

The project titled “Global Development, Review and Update of the National Implementation Plans under the Stockholm Convention on Persistent Organic Pollutants (POPs)” was developed to facilitate the implementation of the SC in twenty-one (21) countries through the review and update of their NIPs. The project is being funded by the Global Environment Facility (GEF), implemented by the United Nations Environment Programme (UNEP), and executed by six (6) Basel and Stockholm Conventions Regional Centres (BCRCs/SCRCs) around the world and the Green Growth Knowledge Platform (GGKP). In the Caribbean, the BCRC-Caribbean will be executing the national component of the abovementioned project in The Bahamas and Dominica with support from the national project focal points and other key national stakeholders. To complete the work associated with this national component, the BCRC-Caribbean is seeking to engage a National Project Team (NPT) in Dominica to assist in the review and update of the country’s NIP.

Interested teams are kindly asked to submit a cover letter, a technical proposal in accordance with the guidance provided in the Terms of Reference (TOR), a curriculum vitae for each team member (inclusive of at least three (3) references and related contact information), a technical writing sample completed by the team lead, and a financial proposal (inclusive of a Bill of Quantities (see Appendix 1 below)).
