Institutional Capacity and Climate Finance Units

This session will bring together representatives of GGGI member countries, expert practitioners, and development partners to examine the track record and potential of Climate Finance Units (CFUs) in accelerating the mobilization of green and climate finance. The discussion will highlight the role of CFUs embedded within ministries of finance in strengthening institutional capacity, coordinating finance flows across international, national, public, and private sources, ensuring scale, and building pipelines of bankable projects. It will also explore how embedded expertise can help unlock thematic bonds and carbon revenues, drawing on practical lessons from GGGI’s work in Uganda and other member countries, as well as experiences from partner institutions. The session aims to facilitate knowledge exchange among countries and partners on effective approaches to institutional strengthening for sustainable finance.

Core focus:  

  • Showcase an important tool to strengthen institutional capacities to access sustainable finance – the establishment of embedded Climate Finance Units within Ministries of Finance, and how to scale up this initiative and engage with governments to develop bankable project pipelines alongside. 

  • Discuss how embedded expertise can also assist to unlock access to thematic bonds, carbon markets and  

  • Gain practical insights from GGGI’s experience in setting up Climate Finance Unit and developing a project pipeline in Uganda and other countries.
